Department of Energy (DOE) is required by Section 433 of the Energy Independence and Security Act (EISA) of 2007 (Pub. L. 110-140) to establish fossil fuel-generated energy consumption standards for new Federal buildings and Federal buildings undergoing major renovation. This draft EA evaluates the potential environmental impacts of DOE adding, by rule, Scope 1 fossil fuel-generated energy consumption standards for new Federal buildings and Federal buildings undergoing major renovations. DOE would add Scope 1 fossil fuel-generated energy consumption standards to the Federal energy efficiency performance standards, found in 10 CFR Parts 433 and 435. This EA replaces DOE/EA-1778, which was cancelled.
