"The Bonneville Power Administration (BPA) prepared this environmental impact statement (EIS) to analyze the environmental impacts of implementing a Resource Contingency Program near Hermiston, Oregon, one of three proposed locations to carry out this program, which allows BPA to acquire power to supply to its customers if and when needed. In September 1993, BPA published a Notice of Intent to prepare an EIS on projects at three sites and in October 1993 held public scoping meetings at each site. In February 1994, BPA released an Implementation Plan on the proposed scope of the EIS. A draft EIS on the three proposed projects was published in February 1995. BPA concluded that publication of the final EIS should be separated into two documents, and presented the final analysis of the impacts of the other two sites in another document. This EIS addresses three proposed alternatives: the proposed action, no action, and other actions. The proposed action is the acquisition of power from both units optioned at the Hermiston Power Project Plant site (only if there is a need for power at a future date), or wheeling of power by BPA if another party acquires the output. This EIS addresses the environmental effects of constructing and operating both units under option for power delivery to BPA."
