The Deputy Secretary's Memorandum signed July 25, 2013, requires the use of the General Services Administration's (GSA) Federal Strategic Sourcing Initiative (FSSI) Blanket Purchase Agreements for office supplies. It is noted that this mandate does NOT require the termination of existing orders for office supplies nor does it preclude the use of DOE's AbilityOne Supply Stores, Paperclips, Etc., (Forrestal Building and Germantown).
