Mr. Dong Kwun Kim is Senior Advisor for the Department of Energy’s Loan Programs Office. 

Mr. Kim previously served as Deputy Director and as LPO's Chief Operating Officer. Prior to serving as COO, he was Chief Engineer and Director of LPO’s Technical and Project Management division. In this role, his responsibilities included overseeing the technology evaluations, monitoring technical performance and project execution for all projects submitted under the Energy Policy Act of 2005, the Energy Independence and Security Act of 2007, and the American Reinvestment and Recovery Act of 2009. Under his supervision, hundreds of  loan applications ranging from multi-billion dollar nuclear facilities to small independent renewable energy initiatives are  reviewed by his division.

As a senior project manager, Mr. Kim has spent more than 20 years leading and managing successful complex engineering and technological development programs.  As Federal Project Director to the Office of Civilian Radioactive Waste Management, he successfully achieved NRC certification of licensing support network for the Yucca Mountain Project before the Atomic Safety Licensing Board and led systems simulation and design studies resulting in safety improvements and costs reductions.  Mr. Kim was a senior policy advisor to numerous Program Secretarial Officers appointed during Clinton administration. His past experience also includes work for the U.S. Department of Navy as a senior project engineer.

Mr. Kim has a M.S. in Environmental Engineering and a Master’s of Environmental Management from George Washington University, and a B.S. in Chemical Engineering from the University of Maryland. He is a graduate of the Federal Executive Institute in Charlottesville, Virginia.
