Executive Director of the Loan Programs Office (LPO)
Peter W. Davidson was appointed by President Obama to serve as the Executive Director of the Loan Programs Office (LPO) at the U.S. Department of Energy. Mr. Davidson oversees the program’s more than $30 billion portfolio of clean energy and advanced vehicle loans and loan guarantees, making it the largest project finance organization in the U.S. government. Mr.
Mr. Robert (Bob) M. Bestani is Director, Risk Management Division, providing leadership on LPO risk management and enterprise compliance activities. As Chairman of the Credit Committee and the Risk Committee, he evaluates risk factors, establishes credit criteria and ratings, and institutes mitigation measures to assure performance of innovative energy and vehicle technology projects proposed and approved for federal financing.
Mr. Kim is Chief Engineer, Director of Technical and Project Management, for the Department of Energy’s Loan Programs Office. His responsibilities include overseeing the innovation and technology evaluations for all projects submitted under the Energy Policy Act of 2005 and the American Reinvestment and Recovery Act of 2009.
Frances I. Nwachuku is the Director of Portfolio Management for the Department of Energy’s Loan Programs Office. Ms. Nwachuku is a senior risk manager with over 20 years of international and U.S. domestic experience in infrastructure, project and corporate debt financing.
Susan Richardson is Chief Counsel of the Department of Energy’s Loan Programs Office. Ms. Richardson has over 25 years of experience as a transactional lawyer, with deep experience in both domestic and international finance, including project, corporate and mezzanine finance.
Mr. Douglas Schultz is the Director of Loan Guarantee Origination for the U.S. Department of Energy’s Loan Programs Office (LPO). He leads LPO’s lending activities focused on innovative alternative energy projects in the U.S. including solar, wind, geothermal, biofuels, clean fossil, nuclear, and the related transmission and extraction infrastructure.
Matthew McMillen serves as the Director of Environmental Compliance for the Department of Energy’s Loan Programs Office and brings over 28 years of experience in environmental impact analysis and program management to the Program. In addition to this role, he serves as the National Environmental Policy Act (NEPA) Compliance Officer for the Program where he oversees the Program’s NEPA review and compliance processes, including consultations and coordination with other federal agencies and tribes.
Intake Program Manager/Sr. Investment Officer, LGP
Dan Tobin heads up the In-Take Review Division within the Department of Energy’s Loan Programs Office. Mr. Tobin brings over 13 years of combined public and private sector experience in the renewable energy, finance and environmental field. Mr. Tobin manages the financial in-take review and is involved in negotiating and underwriting transactions within the organization. As one of the original members of the Loan Programs Office, Mr. Tobin was involved in the early formulation and implementation of the program in 2006 and 2007.
