This facility, which will be licensed by the U.S.

    `The U.S. Government is seeking a site for a monitored retrievable storage facility (MRS). Employing proven technologies used in this country and abroad, the MRS will be an Integral part of the Federal system for safe and permanent disposal of the nation's high-level radioactive wastes. The MRS will accept shipments of spent fuel from commercial nuclear power plants, temporarily store the spent fuel above ground, and stage shipments of it to a geologic repository for permanent disposal.

    This report on the use of dry-cask-storage technologies at the sites of civilian nuclear power reactors has been prepared by the U.S. Department of Energy (DOE} in response to the requirements of the Nuclear Waste Policy Amendments Act of 1987 (P.L. 100-203). In particular, Section 5064 of the Amendments Act directs the Secretary of Energy to conduct a study and evaluation of using these technologies for the temporary storage of spent nuclear  fuel until such time as a permanent geologic repository has been constructed and licensed by the Nuclear Regulatory Commission (NRC).

    In December 1984, the Department of Energy (DOE) published draft environmental assessments (EAs) to support the proposed nomination of five sites and the recommendation of three sites for characterization for the first radioactive-waste repository. A chapter common to all the draft EAs (Chapter 7) presented rankings of the five sites against the postclosure and the preclosure technical siting guidelines. To determine which three sites appeared most favorable for recommendation for characterization, three simple quantitative methods were used to aggregate the rankings assigned to each site for the various technical guidelines. In response to numerous comments on the methods, the DOE has undertaken a formal application of one of them (hereafter referred to as the decision-aiding methodology) for the purpose of obtaining a more rigorous evaluation of the nominated sites.

    The Clinch River HRS Task Force was appointed in July 1985 by the Roane County Executive and the Oak Ridge City Council to evaluate the Monitored Retrievable Storage (MRS) facility proposed by the Department of Energy to be constructed in the Roane County portion of Oak Ridge. After several months of study, numerous public meetings, site visits to relevant facilities, and careful evaluation of the integrated MRS concept, it is the considered opinion of the Task Force that the facility could be safely built and operated in Roane County/Oak Ridge.
