The U.S. Department of Energy's Federal Energy Management Program (FEMP) announced the expansion of the Energy Savings Performance Contract (ESPC) ENABLE program to include two new energy conservation measures (ECMs): solar photovoltaic (PV) and simple one-for-one heating, ventilation, and air conditioning (HVAC) system replacement (small building systems). Examples of equipment that may be installed under these new ECMs include:  

  • Solar PV
    • Ground, roof, or parking canopy mounted
    • Fixed and tracking arrays
    • Grid-tied and off-grid
  • HVAC System Replacement
    • Window air conditioner units/electric baseboard heat
    • Split air conditioner/furnace
    • Heat pumps
    • Packaged terminal air conditioner
    • Packaged single zone air conditioner
    • Roof top units   

This expansion will allow small, Federal facilities the opportunity to further upgrade their sites, while still following the streamlined ESPC ENABLE process. It will also provide an opportunity for agency sites to contribute to agency energy, water, and greenhouse gas reduction targets.
