Review of the Argonne National Laboratory Alpha-Gamma Hot Cell Facility Readiness Assessment (Implementation Verification Review Sections)

This report provides the results of an independent oversight review of the Readiness Assessment for the Alpha-Gamma Hot Cell Facility at the Department of Energy's (DOE) Argonne National Laboratory.  The review was conducted August 15-24, 2011, by the Office of Safety and Emergency Management Evaluations, within the DOE Office of Health, Safety and Security.  The review was carried out within the broader context of an ongoing program of assessments of the execution of implementation verification reviews (IVRs) at DOE sites with hazard category 1, 2, and 3 nuclear facilities.  The overall objective of these assessments is to verify that contractors and DOE site offices have established procedures and processes for scheduling and conducting IVR activities and have implemented appropriate methods for performing implementation verifications.  The objective of this review was to verify the effectiveness of the contractor's and site office's readiness assessment processes for implementing a new set of safety basis hazard controls at the Alpha-Gamma Hot Cell Facility.
