The Federal Energy Management Program developed the 2016 Guiding Principles Checklist for New Construction and Modernization and the 2016 Guiding Principles Checklist for Existing Buildings to allow agencies to voluntarily evaluate and track a building’s progress toward meeting the metrics defined by "Determining Compliance with the Guiding Principles for Sustainable Federal Buildings," which was released by the White House Council on Environmental Quality in February 2016.

The checklists provide a quick and easy way to track building performance and can be used as is or reformatted to suit your agency's needs. If you are constructing a new facility or planning a major rehabilitation, use the Checklist for New Construction and Modernization, and provide it to your project team early in the design process. Use the Checklist for Existing Buildings to establish baseline performance and to track progress over time as building improvements are made.
