The Second U.S.-China Energy Efficiency Forum, held May 5-6, 2011 in the U.S. at Lawrence Berkeley National Laboratory in Berkeley, California, highlighted U.S.-China cooperation on energy efficiency by bringing together both sides to share experience and best practices, update each other on the success to date of mutual cooperation, and plan for next steps moving forward in achieving the goals of the Energy Efficiency Action Plan.

Background

On November 17, 2009, President Barack Obama and President Hu Jintao announced the launch of a package of measures to strengthen cooperation between the U.S. and China on clean energy. Included in this package was the Energy Efficiency Action Plan, a new area of cooperation through the U.S.-China Framework for the Ten Year Cooperation on Energy and Environment (TYF). Under this new plan, the two countries agreed to work together to improve the energy efficiency of buildings, industrial facilities, and consumer appliances. U.S. and Chinese officials agreed to work together and with the private sector to develop energy efficient building codes and rating systems, benchmark industrial energy efficiency, train building inspectors and energy efficiency auditors for industrial facilities, harmonize test procedures and performance metrics for energy efficient consumer products, exchange best practices in energy efficient labeling systems, and convene a new U.S.-China Energy Efficiency Forum to be held annually, rotating between the two countries.

The First U.S.-China Energy Efficiency Forum, co-hosted by the Chinese National Development and Reform Commission (NDRC) and the U.S. Department of Energy (DOE), was held in China in Beijing on May 26, 2010. As a public-private partnership, the forum brought together U.S. and Chinese officials from government, industry, academia, and advocacy groups to share experiences and best practices in promoting energy efficiency and to unlock commercial opportunities for energy efficiency while meeting energy and environmental goals.

In this spirit, the Second U.S.-China Energy Efficiency Forum was held on May 5-6, 2011 in the U.S. at Lawrence Berkeley National Laboratory in Berkeley, California. The forum continued to highlight U.S.-China cooperation on energy efficiency by bringing together both sides to share experience and best practices, update each other on the success to date of mutual cooperation, and plan for next steps moving forward in achieving the goals of the Energy Efficiency Action Plan.

背景

2009年11月17日,美国总统奥巴马和中国国家主席胡锦涛就加强美中双方在清洁能源上的合作,宣布了一系列措施,内容之一包括能源效率行动计划(Energy Efficiency Action Plan),

该计划是在《美中能源和环境合作十年框架》下的新合作领域。根据这项新计划,美中两国同意就提高建筑、工业设施与消费品的能效进行合作。美中双方政府同意
开展合作,并通过与私人领域的合作,共同制定能效建筑规范与评级体系,就工业能效进行对标,对建筑检察员与工业设施能效审计人员进行培训,将能效消费品的
测试程序与性能指标协调一致、就建立能效标识系统的最佳实践交换经验,以及每年召开一次美中能效论坛,在美中两国轮流举行。

第一届美中能源效率论坛由中国
国家发展和改革委员会与美国能源部共同主办,于2010年5月26日在中国北京举行。作为一项公共—私营部门伙伴关系,此论坛汇聚了来自美国与中国的政府
官员、产业界人士、学者与支持团体,就提高能源效率的经验和最佳实践交换意见,在满足能源与环境目标的同时,发掘能效领域的商机。

本着同样的精神,第二届美中能
源效率论坛,将于2011年5月5日至6日在美国加州伯克利市的劳伦斯伯克利国家实验室举行。通过分享彼此的经验与最佳实践,报告双方合作迄今的成就,以
及就实现能源效率行动计划的下一步活动制定计划,本次会议将持续强化美中两国在能效方面的合作。
