Kent Hibben - Senior Analyst in Strategic Projects

Kent Hibben

In 2015 Kent L. Hibben joined the Office of Technology Transitions for the US Department of Energy, serving as a Senior Analyst in Strategic Projects. Prior to this, Kent served as an Acquisition Specialist, Level II Contracting Officer Representative (COR) in the DOE HQ Office of Small and Disadvantaged Business Utilization (OSDBU) as a subject matter expert on Energy Efficiency and Renewable Energy Office (EERE) issues related to small businesses, and DOE subcontracting issues.  His accounts include the DOE Offices of Advanced Research Projects Agency-Energy (ARPA-E), International Affairs (IA), Chief Information Officer (IM), and Science (SC). He coordinated a number of DOE Business Opportunity Sessions engaging hundreds of small businesses to further the DOE mission, and managed the DOE Acquisition Forecast, which lists upcoming requirements from across the Agency, to assist small businesses and entrepreneurs become more effective business partners.

In his previous EERE position, he served as a COR contracting officer representative on a range of $25million HQ support contracts.

Prior to his EERE tenure as a procurement specialist, Mr. Hibben worked as program analyst and special investigator for the DOE HG Office, resolving legal cases involving repayment claims of businesses and educational organizations. 

Mr. Hibben started with DOE in 1991 as an EERE budget analyst.  Prior to his Federal career, Mr. Hibben was a systems analyst, conducting applied research projects with a small business defense contractor.  He was a licensed stockbroker during his studies at the University of Maryland.  A native German speaker, he attended preparatory school in Germany. 

He graduated in 1987 with Bachelor Degrees in Economics, French, German, and Linguistics, and a minor in Political Science.
