The purpose for the Enterprise Zone Tax Credits is to incent projects involving major expansion of existing Wisconsin businesses or relocation of major business operations from other states to Wisconsin. Refundable tax credits can be earned through job creation, job retention, capital investment, employee training and supply chain purchases from Wisconsin vendors.
The DNR's Office of Energy and Environmental Analysis is responsible for coordinating the review of all proposed energy and utility projects in the state. The Office provides project management within DNR, acting as the main point of contact for project applicants, the Public Service Commission (PSC), other DNR programs and affected stakeholders.
In March, 2006, Wisconsin enacted SB 459, the Energy Efficiency and Renewables Act. With respect to energy efficiency, this bill requires the Department of Administration (DOA) to prescribe and annually review energy efficiency standards for all equipment for heating, ventilation, air conditioning, water heating or cooling, lighting, refrigeration, or other function that consumes energy. These standards must meet or exceed federal EPA standards, federal energy management standards, and standards established by the American Society of Heating, Refrigerating, and Air-conditioning Engineers.
In March 2006, Wisconsin enacted Act 141 (2005), which requires the commission to revise goals, priorities, and measurable targets for energy efficiency programs every 4 years. An order issued by the Public Service Commission (PSC) in November 2010 set annual percentage targets for electricity and natural gas reductions for the first 4-year planning period (2011-2014). Funding is provided by ratepayers to the utilities' statewide energy efficiency program (Focus on Energy) in order to achieve these goals, with the funding levels increasing each year.
The Economic Development Tax Credit (ETC) program was enacted in 2009 and eliminated five existing tax credit programs (Agricultural Development Zones, Airport Development Zones, Community Development Zones, Enterprise Development Zones and Technology Zones) and replaced them with a comprehensive program enabling businesses to earn tax credits based on jobs, capital investment, training and the location or retention of corporate headquarters.
Eau Claire Energy Cooperative offers rebates to residential customers for the purchase of energy efficient appliances, central and room air conditioners, air source and geothermal heat pumps, dehumidifiers, water heaters, and home performance evaluations. All equipment requirements must be met in order to be eligible for prescriptive rebates listed above. Eau Claire Energy Cooperative members may also participate in the Focus on Energy incentive offerings, which may provide rebates for equipment not offered through this program.
Eau Claire Energy Cooperative offers rebates to commercial and agricultural customers for the purchase of energy efficient appliances, central air conditioners, air source and geothermal heat pumps, water heaters, and agricultural equipment. Customers who install energy efficiency measures or equipment not listed on this program may still be eligible for rebates through the Focus on Energy program. Some rebates vary by the size, efficiency or capacity of the purchased equipment.
The Development Opportunity Zone Credits incent new and expanding businesses in the Cities of Beloit, Janesville and Kenosha by providing non-refundable tax credits to assist with the creation and retention of new, full-time jobs, environmental remediation, and capital investment.
The Focus on Energy Design Assistance Program provides design professionals, builders and developers of new buildings with whole building energy analysis tools. The program offers incentives to reduce the upfront cost of measures that increase the efficiency of commercial, industrial, and multi-family buildings (4 or more units) that exceed Wisconsin codes and standards. Design teams are eligible to receive incentives between $0.012 per kilowatt-hour (kWh) saved to $0.015 per kWh saved.
