Minnesota Energy Resources offers the Home Energy Excellence Program to encourage builders to build energy efficient homes. As part of the program, Minnesota Energy Resources will review the home blueprints and make recommendations prior to construction; perform up to three on-site inspections with more recommendations and improvements during construction; and upon completion of the home, provide a rebate if all requirements were met. The Building Operators Certification program provides scholarships for eligible customers who are certified as having successfully completed training on
building operation and maintenance. Building operators, maintenance staff, and consultants who maintain commercial facilities served by MER in Minnesota are eligible to participate.
A fee is imposed on operators of mixed municipal solid waste disposal facilities corresponding to the amount of waste taken in. Waste residue from recycling facilities or resource recovery facilities is exempt from this fee if there is at least an 85 percent weight reduction in the solid waste processed. The money will be used to fund the research, development, and implementation of alternative solid waste management practices and resource recovery facilities.
This statute establishes the Metropolitan Land Use Advisory Committee within the Metropolitan Council to coordinate plans, programs, and controls related to urbanization and development among individual governmental units in metropolitan areas. The committee is responsible for monitoring growth and urbanization patterns and open space, as well as air and water pollution and water shortages. The committee may make recommendations, adopt guidelines and procedures, and alter zoning rules.
Established in 1998, the Minnesota Dept. of Agriculture Methane Digester Loan Program helps livestock producers install on-farm anaerobic digesters used for the production of electricity by providing zero-interest loans to eligible borrowers. The loan program is part of the Rural Finance Authority (RFA) revolving loan fund, through which farmers can receive financial aid for many different farming related activities and improvements. Marshall Municipal Utilities (MMU) offers residential customers rebates for installing a ENERGY STAR Solar Thermal Water Heater. Rebates are based on the size of the system; MMU offers $20 per square foot of collector area. Rebates are capped at $2,000. Contact MMU for more details and application information.

Marshall Municipal Utilities offers incentives to commercial customers which help cover the installation costs of energy efficient lighting, heating and cooling equipment, motors, variable frequency drives and custom measures. Customers seeking rebates for heating and cooling equipment must also install MMU's Load Management receiver (ELF) in order to qualify. A custom rebate is also available for commercial and industrial customers and provides rebates for measures not covered under other rebate programs.
It is state policy to encourage the retirement of marginal, highly erodible land, particularly land adjacent to public waters and drainage systems, from crop production and to reestablish a cover of perennial vegetation.
