This Act affirms the commitment of the state government to the development of systems and facilities and technology necessary to initiate large-scale processing of solid wastes and resource recovery. By this Act, maximum resource recovery from solid waste and maximum recycling and reuse of resources is set as an environmental goal of the State. Long-term negotiated contracts between the state and private persons and industries may be utilized as an incentive for the development of industrial and commercial enterprise based on resources recovery within the state. The Act provides regulations for the use of bonds to fund resource recovery projects, and establishes the Connecticut Resources Recovery Authority to oversee the planning, design, construction, financing, management, ownership, operation and maintenance of solid waste disposal, volume reduction, recycling, intermediate processing and resources recovery facilities and all related solid waste reception, storage, transportation and waste-handling and general support facilities.
