Landowners in a given locality may petition for the establishment of a Conservancy District. Such districts may be created for the purpose of managing and regulating flood prevention and control, drainage, irrigation, water supply for domestic and/or industrial use, the disposal of sewage and other liquid wastes, natural and recreational areas, erosion, water storage for stream flow augmentation, as well as the operation, maintenance, and improvement of projects relevant to these purposes.
