The Cogeneration Rules are enforced by the Arkansas Public Service Commission. These rules are designed to ensure that all power producers looking to sell their power to residents of Arkansas are necessary, benefit the public and are environmentally friendly. Under these rules new facilities constructed to connect the generating facility to the transmission grid require the issuance of a Certificate of Public Convenience and Necessity (CCN) or a Certificate of Environmental Compatibility and Public Need (CECPN). These certificates must be applied for and are issued by the Public Service Commission.
