Office of Project Management

The Office of Project Management (PM) manages the Department's project management governance boards, validates the project performance baselines (scope, cost and schedule) of the Department’s largest construction and environmental clean-up projects prior to budget requests to Congress; develops and oversees implementation of Department-wide project management-related policies, procedures and systems; conducts certification and surveillance reviews of contractor’s earned value management systems; and manages the Project Management Career Development Program (PMCDP) to include the professional development, training and certification for the Department’s Federal Project Directors.

Project Assessment Division (PM-20)

PM-20 provides corporate oversight, managerial leadership, and independently oversees the implementation of Department-wide policies, directives, standards, and practices pertaining to program and project management for the acquisition of capital asset projects within the Department of Energy, inclusive of the National Nuclear Security Administration (NNSA). Functions include:

  • Perform performance baseline validations
  • Prepare independent cost estimates
  • Conduct independent cost reviews
  • Monitor project progress and performance

Project Controls and Policy Division (PM-30)

PM-30 provides corporate oversight, managerial leadership, and independent oversight of the implementation of our contractor’s earned value management systems (EVMS). PM-30 also develops and maintains Department-wide project management policies, directives, standards, practices, and systems. Functions include: 

  • Conduct EVMS certification and surveillance reviews
  • Maintain central repository for project information and data
  • Report project progress and performance
  • Develop project management policy

Professional Development Division (PM-40)

PM-40 provides corporate oversight, managerial leadership, and independent oversight of all matters relating to efforts that improve the Department's federal project directors through training, education, career management, and professional development. Functions include:

  • Develop Federal Project Director (FPD) and EVMS training courses
  • Manage the PMCDP
  • Serve as Certification Review Board (CRB) Secretariat
