Contracting

PPPO is responsible for managing its site and project acquisition and contracting strategies, execution, change control, and contractor performance under the direction of the EM Head of Contracting Activity. PPPO and its contracting officers work closely with the Environmental Management Consolidated Business Center (EMCBC) in Cincinnati, Ohio, which manages contract procurement solicitations and awards on behalf of PPPO.

The Procurement Process

The Department of Energy, like other federal agencies, purchases many products and services from the private sector.  To preserve the integrity of the Federal procurement process and assure fair treatment of bidders, offerors, and contractors, laws govern the procurement process and the manner in which federal and contractor personnel conduct business with each other.

DOE’s procurement process is strictly regulated by the Federal Acquisition Regulation (FAR), as well as internal agency policies, including the Department of Energy Acquisition Regulation and the Department of Energy Acquisition Guide.  The procurement process ultimately determines the schedule for contract awards.
