PSH-11-0030 - In the Matter of Personnel Security Hearing

The individual is an employee of a DOE contractor and an applicant for an access authorization. On a Questionnaire for National Security Positions (QNSP), the individual disclosed that he had been charged with sexual penetration of a minor in 2003 and possession of marijuana in 1997. Exhibit 9. A Local Security Office (LSO) summoned the individual for an interview (PSI) with a personnel security specialist on April 6, 2011. Exhibit 10. After the PSI, the LSO referred the individual to a local psychiatrist (hereinafter referred to as “the DOE psychiatrist”) for an agency-sponsored evaluation. The DOE psychiatrist prepared a written report, setting forth the results of that evaluation, and sent it to the LSO. Exhibit 4. Based on this report and the rest of the individual’s personnel security file, the LSO determined that derogatory information existed that cast into doubt the individual’s eligibility for access authorization.
