Kathleen Binder

Kathleen Binder serves as the Director of the Office of Conflict Prevention and Resolution (OCPR) in the Office of Hearings and Appeals.  OCPR is responsible for providing consultation, mediation and training services on Alternative Dispute Resolution for the Department of Energy (DOE).  Prior to joining DOE, Ms. Binder served as the ADR attorney for the Department of Veterans Affairs Region 6/VISN 8 which includes Florida, Puerto Rico and the Virgin Islands.  Those duties included managing the mediation program and designing and providing training in the areas of conflict resolution, communication, mediation, negotiation, and team building.

Ms. Binder has worked in the field of dispute resolution since 1992.  Prior to joining the federal government, she was the executive director of the Mediation Center of Kentucky, Inc. in Lexington, Kentucky.  She has mediated multi-party complex disputes involving issues relating to a variety of legal issues.  She also served as an arbitrator for the National Association of Security Dealers.  Ms. Binder has a JD from the University of Kentucky College of Law and a BA from Vanderbilt University.   She is a member of the Florida and Kentucky bar associations.
