Two Neighborhood Energy Challenge program components for approved communities: (A) implement projects within the community's approved energy conservation action plan, and (B) implement approved energy efficient measures at the residential level; baseline energy data collection at the neighborhood level, to be used in developing benchmark conservation initiatives; and revolving loan program to implement projects described above, if developed an backed by non-Energy Efficiency and Conservation Block Grants.
