The Office of Fossil Energy gives notice of receipt of an Application filed November 28, 2016, by Okra Energy, LLC (Okra), seeking blanket authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 20 billion cubic feet of natural gas to Free Trade Agreement (FTA) countries in the Caribbean and Latin America.  The requested authorization is for a 2-year period commencing on the date of first export, or 18 months from the date the authorization is issued. Okra proposes to transport LNG in ISO containers transported by truck to an export port in Alabama in the United States, where the containers will be loaded onto barges or ocean-going vessels destined for the Caribbean and/or Latin America.  A federal register notice will not be issued.
