Assistant Secretary for Policy & International Affairs
David Sandalow helps oversee the Department’s renewable energy, energy efficiency, fossil energy, nuclear energy and electricity delivery programs. As Assistant Secretary for Policy & International Affairs, he helps coordinate policy and manage international activities at the Department. Prior to being confirmed as Assistant Secretary, Mr. Sandalow was Energy & Environment Scholar and a Senior Fellow in the Foreign Policy Studies Program of the Brookings Institution, as well as Energy & Climate Change Working Group Chair at the Clinton Global Initiative.
Prior to joining the Energy Department as Principal Deputy Assistant Secretary for Policy and International Affairs, Jonathan Elkind worked as a senior fellow at the Brookings Institution, focusing on energy security and foreign policy issues. He also founded and headed EastLink Consulting, LLC, an independent consultancy focusing on energy, environment, and investment. From 1998 to 2001, Elkind served on the staff of the U.S. National Security Council as Director for Russian, Ukrainian, and Eurasian Affairs.
Deputy Assistant Secretary for Eurasia, Africa, and the Middle East
Andrea Waldman Lockwood is the Deputy Assistant Secretary for Eurasia, Africa, and the Middle East in the Office of Policy and International Affairs at the U.S. Department of Energy. In that capacity, she directs the analytical work covering the Eurasia land mass (including Russia, the Baltics and the Ukraine), Central Asia, the Caucasus, the Middle East (including Turkey), and Africa; directs the PI representational activities with regard to this portfolio, bilaterally, multilaterally and in conjunction, where appropriate, with other U.S.
Deputy Assistant Secretary for Asia, Europe and the Americas
Dr. Phyllis Yoshida is the Deputy Assistant Secretary for Asia, Europe and the Americas in the Office of Policy and International Affairs at the U.S. Department of Energy (DOE). She is responsible for implementing Administration policy for and supports the development of international cooperation on science and technology issues and energy policy issues. The Office conducts studies and projects that serve the strategic corporate interests of the Department.
Dr. Carmine Difiglio is the Deputy Assistant Secretary for Policy Analysis in the Office of Policy and International Affairs, U.S. Department of Energy (DOE). He is responsible for analyzing energy policies, especially concerning oil and natural gas markets, transportation, renewable energy and energy efficiency. At DOE he has directed the U.S.
Deputy Assistant Secretary for Climate Change Policy and Technology
Jonathan Pershing is currently the Deputy Assistant Secretary for Climate Change Policy and Technology at the U.S. Department of Energy. Internationally, he focuses on the Clean Energy Ministerial, which seeks to accelerate global progress in areas such as appliance efficiency and electric vehicles through high-level dialogue and sustained technical work. Domestically, his team applies energy systems and economic analyses to inform clean energy policy.
