This Office of Management and Budget (OMB) and Council on Environmental Quality (CEQ) joint memorandum expands and builds on the November 28, 2005, Environmental Conflict Resolution (ECR) Memorandum, directing departments and agencies to increase the appropriate and effective use of third-party assisted environmental collaboration as well as environmental conflict resolution to resolve problems and conflicts that arise in the context of environmental, public lands, or natural resources issues, including matters related to energy, transportation, and water and land management.

Declaring that “Compliance with [NEPA] is a pre-requisite to successful implementation of DOE programs and projects,” the Secretary has signed a memorandum on "Improved Decision Making through the Integration of Program and Project Management with National Environmental Policy Act Compliance." The memo urges better use of existing tools and guidance, and highlights principles for strengthening NEPA compliance – for example, through Field and Headquarters teamwork, realistic schedules, and performance accountability.
