Summary

In 2017 Bonneville Power Administration (BPA) completed DOE/EA-1967, Hills Creek-Lookout Point Transmission Line Rebuild Project and issued a finding of no significant impact for the proposed rebuild of its 26-mile 115-kilovolt (kV) wood-pole Hills Creek-Lookout Point transmission line, which is generally located between Lowell and Oakridge, in Lane County, Oregon. Project implementation was delayed and in 2021 BPA identified additional related actions that would require further environmental analysis in a supplemental EA, including the potential installation of temporary backup generators adjacent to Lane Electric’s Oakridge Substation.

Bonneville Power Administration (BPA) has prepared a supplemental environmental assessment (SEA) for the proposed Hills Creek-Lookout Point No. 1 Transmission Line Rebuild. The SEA has been prepared to analyze potential impacts of project activities that were not included in the original proposed action and environmental assessment.
