The BPA has chosen to respond to the challenges of the dynamic electric utility industry by changing its business direction. As proposed in the Business Plan Final Environmental Impact Statement (BP EIS, DOE/EIS–0183), BPA has decided to pursue the basic business direction outlined in the Market-Driven alternative, including certain response strategies to adapt quickly to the evolving marketplace.
