EIS-0433-S1: Notice of Intent to Prepare a Supplemental Environmental Impact Statement

Keystone XL Pipeline SEIS (Montana, South Dakota, and Nebraska)

The Department of State, with DOE as a cooperating agency, announces its intent to prepare a Supplemental EIS (SEIS) to evaluate the potential environmental impacts of a revised proposal for the Keystone XL pipeline and related facilities. The proposed facilities would transport crude oil from the Western Canadian Sedimentary Basin and the Williston Basin to existing pipeline facilities near Steele City, Nebraska, for onward transport to markets in the Texas Gulf Coast area. DOE’s Western Area Power Administration has jurisdiction over certain proposed transmission facilities relating to the proposal, including construction and operation of a portion of a 230-kv transmission line and construction and operation of two new substations and the expansion of six existing substations.
