Installation of Traffic Signals on C-Road for the Biomass Cogeneration Facility Access Road

Wood chip delivery at the new biomass plant will result in a substantial increase in truck traffic and create an unsafe condition at the intersection of C-Road, the F-Area access road, and the biomass cogeneration facility access road. The proposed activity is the installation of two traffic signals for the two outmost southbound lanes on C-Road, two traffic signals for the biomass access road, and associated signage, detector loops, pavements markings, concrete island demolition, and signal cable routing. This improvement is needed to better allow vehicles to safely exit the biomass facility onto C-Road. Excavation of a trench is required to provide a power supply to the detector loops. Demolition of a concrete island in the median of C-Road will create a one-time waste stream.
