Energy Efficiency and Conservation Block Grant Program. 1) Establish residential weatherization program; 2A) retrofit lights (high sodium lighting, ballasts, and emergency lighting) at Church Street Parking Garage, 2B) retrofit heating, ventilation, and air conditioning at Water Plant, 2C) interior lighting upgrades at Chandler Recreation Center and Ecology Center, 2D) retrofit parking lot lights at Crown and Chandler Recreation Centers; 3) establish community day, educational materials, and purchase bike racks; 4) purchase recycling containers and develop educational materials; 5) street light upgrades; and 6) install solar photovoltaic system at Water Treatment Plant.
