The City of Saint Petersburg, Florida proposes to use federal funds to research, design, and construct a facility that will allow the city to process and dispose of bio-solids and yard wastes in a manner that will allow for the generation of thermal, electrical, or gas energy. The first phase of this project is to perform a feasibility study to analyze the necessary inputs and technologies available. This National Environmental Policy Act determination applies to Phase 1 only.
