Energy Efficiency and Conservation Block Grant Program. The Pueblo of Laguna Utility Authority proposes to conduct energy efficiency training to tribal entities and tribal members; develop a work plan for Low Income Home Energy Assistance Program recipients and other eligible clients; manage the weatherization program and address the direct need of households; conduct energy audits; conduct public education workshops, community meetings, housing fairs, newsletters, brochures, and utility bill mailings; and conduct energy efficiency building retrofits on homes built in approximately the 1960 to 1980 time period which would include minor repairs such as window and door repair, weather stripping, solar film installation, air sealing, caulking, minor or incidental structural repairs, duct sealing, light bulb replacements, smoke detectors installation, insulation, test gas furnaces for leaks, test for carbon monoxide, install water heater blankets, install door sweeps, install fireplace draft stoppers, and install outlet insulation covers.
