The City of Covina proposes to develop an Energy Efficiency & Conservation Strategy (EECS) that will support the City's goal of becoming an environmentally sustainable community. Covina is one of six cities in the San Gabriel Valley collaborating to develop an EECS that is specific to each city but that takes into consideration regional efforts and issues. Covina does not propose to use any Energy Efficiency and Conservation Block Grant (EECBG) Program funding to develop the strategy as it would like to use the majority of its funding to implement one proposed component of the strategy -- the installation of energy efficiency retrofits at city facilities. The City's EECS will then be used to identify energy efficiency projects and improvements that can be implemented with the grant funds.
