Energy Efficiency and Conservation Block Grant Program. The Susanville Indian Rancheria (SIR) proposes to establish the Environmental Protection Agency?s Portfolio Manager tool to collect key building and operational characteristics and energy use data to assess and understand current energy performance of tribal-owned buildings. Seven buildings will be assessed: Tribal Business Office, Resource Center, Lassen Indian Health Clinic, SIR Housing Authority Office, Sierra Housing Program Office, Joaquin Memorial Gymnasium, and Elder?s Eatery. Energy performance levels will be evaluated to identify under-performing buildings which will be targeted for energy efficiency improvements in lighting systems, supplemental loads, air distribution systems, and/or heating and cooling systems. Building retrofits will include energy efficient lighting fixtures and lighting upgrades; conversion of exit signs to light-emitting diode; replacement of T-12 lamps and ballasts; heating, ventilating, and air conditioning repairs and upgrades; and replacement of thermostats, energy star appliances, retrocommissioning, and window retrofits. Personnel will also be provided educational materials on energy efficiency and conservation efforts.
