The City of Jacksonville Florida would implement a Community Energy Efficiency Incentive program (Activity #7). The Program would be comprised of two parts: Part I - Community Energy Efficiency Grants would competitively award sub-grants to non-profit organizations which demonstrate the greatest need for energy efficiency retrofits and provide required matching funds. Part II - Community Energy Efficiency Programs would allocate grant funds to contractors under the management of Jacksonville's municipal electrical utility (JEA) to strategically supplement and expand the utility's residential and commercial demand side management programs.
