Energy Efficiency and Conservation Block Grant for: The related activities include providing a portfolio manager database training, record baseline energy performance data, select energy performance contractors, educate rural communities about the advantages of an energy performance contract, conduct basic energy audits on town and county facilities, negotiate details of the energy performance contract, design energy performance plans for each identified entity, provide cost analysis and a financing plan, implement associated energy measures (Phase I and II), and track energy savings in portfolio manager. The implementation of Phase I and Phase II of the energy efficient measures include such items as daylight/occupancy sensors, programmable thermostats, low-flow toilets, caulking, weatherization, weather stripping, installing water heater blankets, insulating hot water lines, installing Compact Fluorescent Lights, installing new Heating Ventilation and Air Conditioning Systems and new windows, and other conservation measures.
