The City of Saint Paul would sub grant Energy Efficiency and Conservation Block Grant (EECBG) funds to the Saint Paul Port Authority's (the industrial economic redevelopment arm of the City of Saint Paul) Trillion British Thermal Unit (BTU) Energy Efficiency Improvement Program. The Port Authority would use the funds to design, finance, and install energy efficient improvements in commercial and industrial facilities.
