Energy Efficiency and Conservation Block Grant fund. The following activity is bounded by the signed Statement of Work (SOW) and is therefore categorically excluded under the National Environmental Policy Act (NEPA): Installation of a rooftop 380 kilowatt (kW) photovoltaic (PV) array on the rooftop of Kern County Administrative Center. Electricity generated by the project will offset the electrical load of the building and save 377 tons of carbon dioxide annually. The following activity is not included in the attached SOW, but is categorically excluded under NEPA: Climate Change Action Plan, which categorically excluded under A9 and A 11 .
