Bonneville Power Administration (BPA) proposes to first remove and dispose of any asbestos and lead-based paint within seismic strengthening project area at each of its substations listed in the project title. BPA will then construct both structural and non-structural seismic upgrades, and perform minor architectural work at each substation.
