For demonstrating exceptional leadership and project management acumen as Federal Project Director (FPD) for the $68.5 million Spallation Neutron Source (SNS) Instruments – Next Generation (SING) Project at Oak Ridge National Laboratory. The SING project provides five best-in-class neutron instruments to support the neutron-scattering needs of the U.S. research community.  FPD since June of 2006, David led by example with a professional attitude, demonstrated full accountability, and communicated openly and honestly as he worked tirelessly with the various instrument stakeholders.  Every instrument exceeded its threshold Key Performance Parameter.  His exceptional performance resulted in the delivery of the SING instruments two months ahead of schedule and under budget.
