Ingrid Kolb was appointed Director of the Office of Management on December 1, 2005. As the Director she leads an organization comprised of nearly 260 employees with a budget of $55 million. The Office of Management (MA) is the Department of Energy's central management organization providing leadership in such mission critical areas as project and acquisition management. MA also provides direction and policy guidance in support of efforts to reform the Department's management through implementation of the President's Management Agenda.
Director, Office of Resource Management and Planning
As Director of the Office of Resource Management and Planning, Ms. Dillon is responsible for managing the day-to-day operations of the Office of Management’s (MA’s) human resources, budget, financial management, program execution and administrative management processes. The overarching mission of the Office of Resource Management and Planning is to provide leadership and centralized management and direction for MA’s financial and administrative processes ensuring that they are effective, fully integrated and consistent with the Department-wide processes and requirements.
John Shonder was appointed Director of the Sustainability Performance Office (SPO) on May 11, 2015. John has devoted his career to the design, implementation and evaluation of policies and programs to improve the sustainability of federal facilities by reducing energy and water use and increasing the use of renewables. Most recently, he served as Program Manager for Oak Ridge National Laboratory’s (ORNL’s) support to DOE’s Federal Energy Management Program (FEMP), managing efforts to increase the value of performance-based contracts to federal agencies.
A native of New York, Glen Wattman has served as a civilian Airline Pilot for more than thirteen years flying Boeing 757, 767 and 727 transport category aircraft. He has extensive experience operating flights domestically and throughout Central and South America and Europe. Mr. Wattman is currently a Major in the United States Air Force Reserve and serves as a subject matter expert as a liaison to the Florida Wing of the Civil Air Patrol. Mr.
Peter J. O'Konski was appointed Director, Office of Administration at the Department of Energy (DOE) in 2011. As Director, he is responsible for logistics and facility operations at the 1.5M square foot Forrestal and Germantown complexes as well as other mission critical headquarters functions including facility operations, space management, safety and health, printing, media production, graphics, transportation and international travel.
Mr. Melendez is the Agency’s Property Executive, Senior Real Property Officer (SRPO), Head of Contracting Activity (HCA) for Real Estate and Office Director for Asset Management within the Office of Management. His portfolio covers Real Estate, Facility & Infrastructure, and Personal/Industrial Property Management and Policy. In this position, he is responsible for policy, guidance, and oversight of DOE’s Real & Personal Property Management practices with emphasis in program management and life-cycle cost management of the Department's $150B combined property portfolio. He is a career member of the Senior Executive Service, Vice Chairman of the National Academies’ Federal Facilities Council, and permanent member of the Office of Management & Budget’s (OMB) Federal Real Property Council.
Mr. Bashista serves as the DOE’s Senior Procurement Executive and is responsible for management direction and oversight of all processes and operations governing the DOE’s acquisition, financial assistance, contractor human resources, and debarment and suspension programs.
