Ingrid Colbert, Supervisor, Financial, Audits, and Contracts Services Team

As Supervisor of the Financial, Audits, and Contracts Services (FACS) Team, Ingrid Colbert is responsible for managing the day-to-day operations of the LM budget, financial management, program integration, controls and oversight; environmental liabilities; internal risk management and mitigation; and acquisition.

The primary mission of the FACS Team is to provide financial leadership and direction for LM’s financial and acquisition processes, ensuring they are effective, fully integrated, and consistent with the Department-wide processes and requirements.

Colbert has over 37 years of federal government experience in financial management. She joined DOE in 2006. Throughout her 17 years with the Department she has led the execution of program budgets and served as a Budget and Program Analyst in the Office of the Chief Financial Officer, Office of Management, and Office of the Human Capital Officer. 

In her previous position as a senior Financial Management Specialist for LM (December 2009 through March 2019) she was responsible for the Office’s program direction budgets. As one of the Senior Financial Management Specialists for budget execution she oversaw all phases of budget execution and analyzed program progress against planned accomplishments with an emphasis on cost-efficient operation. 

Prior to DOE, Colbert worked for the U.S. Navy at the Naval Surface Warfare Center (NSWC), Carderock Division for 20 years. At NSWC she served as an administrative/technical specialist, and a staff and management assistant in the Survivability, Structures, Materials, and Environmental Department, as well as the Comptroller and Operation Departments where she managed administrative and budget processes.

Colbert holds a bachelor’s degree in office administration from Norfolk State University. She earned a master certificate in financial management from the Graduate School USA, in Washington, D.C., and served as a cohort in class 8 of the President’s Management Council Interagency Rotation Program.

Colbert resides in Annapolis, Maryland, and is married to Phillip L. Colbert II and has two sons, Vernon and Phillip III.
