Barbara McNeal Lloyd - Director, Office of Business Operations
Barbara McNeal Lloyd is Director of the LM Office of Business Operations. Mrs. Lloyd is responsible for records and information management of more than 86 closed legacy sites where DOE’s mission has been completed. She is also responsible for overseeing the pension plans and post-retirement benefits of former contractor workers who were employed at those sites. In addition, she is responsible for strategic planning, program integration, finance and budget, acquisition, and administrative support for LM.
Before joining LM, Mrs. Lloyd worked for the DOE Office of the Chief Financial Officer as a budget and program analyst for Departmental Administration of the Offices of Civilian Radioactive Waste Management and LM. She came to DOE after working as an accountant and leader of commercial service activities for the U.S. Department of Agriculture.
Prior to her career in federal service, Mrs. Lloyd spent more than 20 years in the defense contracting industry as an employee and a consultant for several Washington, DC, metropolitan-area firms. Her contributions to these companies include serving as Director of Contracts/Logistics, Manager of Contracts/Subcontracts, and Deputy Program Manager.
Mrs. Lloyd has a bachelor’s degree with dual majors in psychology and anthropology from Case Western Reserve University and a master’s degree in business management from Central Michigan University. She also maintains an active certified public accountant license in the state of Virginia.
