Rules of Engagement for Exercise Players, March 12, 2007

March 12, 2007

Rules of engagement (ROE) provide for control of an exercise while allowing maximum free play in a tactical setting and enable evaluators to objectively monitor a participant’s performance.

This document - Rules of Engagement for Exercise Players - was developed by the Department of Energy's Performance Test Working Group.  The Working Group was established to review best practices throughout the Department of Energy complex and develop a common set of protocols and rules of engagement for the conduct of security force-on-force performance tests and exercises.
