Assessment of Safety Culture at the U.S. Department of Energy Office of Environmental Management Headquarters
The U.S. Department of Energy (DOE) Office of Enforcement and Oversight (Independent Oversight), within the Office of Health, Safety and Security (HSS), conducted an independent assessment of the safety culture1 at the DOE Office of Environmental Management (EM) – Headquarters (EM-HQ). The primary objective of the evaluation was to provide information regarding the status of the safety culture at EM-HQ. The data collection phase of the assessment occurred in April and May 2012.
The safety culture evaluation performed by the external independent safety culture experts is provided in Appendix B, which provides positive observations and identifies areas in need of attention for each of the nine traits of a healthy safety culture. The independent safety culture experts evaluated the collective results to formulate conclusions about the status of the safety culture to facilitate the identification of improvement strategies. The remainder presents the conclusions of the independent safety culture experts as they apply specifically to EM-HQ.
