Introduction

The Department of Energy (DOE) is fully committed to improving our efforts to employ Federal workers with disabilities and targeted disabilities through increased recruiting, hiring, and retention. Although millions of people with disabilities work, two-thirds of this labor pool is still untapped. Recruiting and retaining workers with disabilities is one strategy to counter the effects of the aging and shrinking workforce. This untapped labor pool can offer a source of skilled employees and may contribute to increased retention.

As of December 2017, the Bureau of Labor Statistics reports that the unemployment rate of persons with a disability was 8.4% versus 3.7% for those with no disability. During FY17, hires of individuals with disabilities equaled 10.7% percent of the Department’s new hires.

Highlights from the June 21, 2017, Bureau of Labor Statistics report USDL-17-0857 show:

  • The unemployment rate of persons with a disability was well above the rate of those with no disability.
  • Among all age groups, persons with a disability were much less likely to be employed than for those with no disability.
  • Thirty-four percent of workers with a disability were employed part-time.

Purpose

The purpose of the Disability Employment Program is to provide operational guidance to Human Resources Business Partners, Human Resources Professionals, Advisory Offices, managers, applicants and employees with disabilities.

Program Mission

Increase the recruitment, hiring, and retention of people with disabilities within the Department of Energy and the National Nuclear Security Administration.
