Criteria for SES Positions

Initial career appointments to the SES must be made following competitive merit staffing requirements. Agencies must announce SES vacancies that will be filled by initial career appointment to at least all Federal civil service employees. Vacancies are published on the USAJOBS Veteran’s preference does not apply to SES selections. 

An Executive Resources Board (ERB) is convened to conduct the merit staffing process. The ERB reviews the executive qualifications of each eligible candidate and make recommendations to the appointing official concerning the candidates. Upon tentative selection, a Qualifications Review Board (QRB) administered by the Office of Personnel Management (OPM) must certify an individual’s Executive Core Qualifications (ECQs) before he/she is appointed to the SES. A one-year probationary period follows initial career appointment in the SES.

The Secretary of Energy has overall authority for managing the Department’s SES personnel planning, staffing and utilization of SES  positions.  This is executed through the establishment of Executive Resources Boards (ERB).  This authority has been further delegated to an ERB termed the Senior Management Review Board (SMRB). 5 United States Code (U.S.C.) 3391-3393 Title 5 CRF Part 317ERB Charter dated March 31, 2011

Unallocated SES billets are under the authorization of the Secretary of Energy or his/her designee (which includes the ERBs) until a determinatin has been made on their assignment.  No commitment may be made to fill a vacany or new SES position until the Secretary or his or her designee (ERBs) has granted approval.
