David Amaral - Director, Office of Strategic Planning and Policy

David Amaral

David Amaral is the Director of Human Capital Strategic Planning and Policy for the Department of Energy (DOE).  He manages the development and implementation of DOE’s human capital strategic plan, HR policies, labor and employee relations, HR information systems, corporate recruiting, workforce planning and analytics, and HR accountability.

David has been with DOE since 2008 when he was selected for the position of Director of Human Capital Management Programs for the National Nuclear Security Administration.  Before coming to DOE, he was at the US Office of Personnel Management (OPM) where he was the Deputy Associate Director for Small Agencies.

Prior to OPM, David was the Director of Civilian Personnel Programs for the US Marine Corps.  He also worked at the US Custom Service, the Office of the Deputy Assistant Secretary of the Navy for Civilian Personnel, and the Naval Supply Systems Command.

David was a co-author of the book Getting Results through Learning, which had more than 100 thousand copies sold by the Government Printing Office.  He was a member of the first cohort of the Defense Leadership and Management Program.  He has received various awards, including a Commendation for Meritorious Service from the Marine Corps, the Vice President’s Hammer Award and the HRD Leadership Award from the Graduate School of the US Department of Agriculture.

David has a BA degree in Liberal Arts from the University of Massachusetts-Dartmouth, and an MA in Latin-American Studies and an MA in History and African Studies, both from Indiana University-Bloomington.

David has been a member of the Senior Executive Service since 2003.
