DOE alleged in a Notice of Proposed Civil Penalty that Watermark Designs Holdings, Ltd. d/b/a/ Watermark Designs, Ltd. failed to certify various showerheads as compliant with the applicable water conservation standards. DOE regulations require a manufacturer (which includes importers) to submit reports certifying that its products have been tested and meet the applicable [energy/water/both] conservation standards.
