DOE alleged in a Notice of Proposed Civil Penalty that Royal Pacific, Ltd. failed to certify ceiling fans, ceiling fan light kits, medium base compact fluorescent lamps, and illuminated exit signs as compliant with the applicable energy conservation standards.  DOE regulations require a manufacturer (which includes importers) to submit reports certifying that its products have been tested and meet the applicable energy conservation standards.  This civil penalty notice advises the company of the potential penalties and DOE's administrative process, including the company's right to a hearing.
