DOE alleged in a Notice of Proposed Civil Penalty that ASKO Appliances, Inc. failed to certify residential clothes washers and dishwashers as compliant with the applicable energy and water conservation standards. DOE regulations require a manufacturer (which includes importers) to submit reports certifying that its products have been tested and meet the applicable energy and water conservation standards.
